Rules PB 03-273-99 were developed in accordance with the Federal Law "On Industrial Safety of Hazardous Production Facilities" dated July 21, 1997. No. 116-F3 and the Regulations on the Gosgortekhnadzor of Russia, approved by Decree of the President of the Russian Federation of February 18, 1993 No. 234. Establish the rules for the certification of welders and welding specialists in order to establish the sufficiency of their theoretical and practical training, test their knowledge and skills and grant the right to welders and welding production specialists to perform work at facilities controlled by the Gosgortekhnadzor of Russia.
